  • Act as a key HR partner between local and HQ stakeholders
  • Deliver high-impact, pragmatic HR solutions in a small and agile structure

Workload:

  • Phase 1: Approx. 30-50 hours over 4-6 weeks
  • Phase 2 (optional): Approx. 20-40 hours depending on selected solutions
  • Potential long-term Regional HR Support: approx. 1–2 days/month or 8-16 hrs/month

Scope & Objective

For one of our clients, we are looking for an experienced Compensation & Benefits HR Consultant with strong knowledge of the Belgian market and fluency in French, Italian and English.

The consultant will support a Belgian entity in reviewing, optimizing and structuring its Compensation & Benefits framework while ensuring compliance with Belgian legislation and alignment with the Italian headquarters.

The assignment is structured in two phases:

Phase 1 – Assessment & Design
Analysis, feasibility assessment and strategic recommendations.

Phase 2 – Implementation & Roll-Out (Optional)
Practical implementation of approved solutions.

The objective is not simply to introduce new benefits, but to design a compliant, sustainable and financially optimized Compensation & Benefits framework adapted to the Belgian environment.

Phase 1 – Compensation & Benefits Assessment & Design

Week 1 – Diagnostic & Assessment

Key Responsibilities

  • Analyse current salaries, employment contracts and benefits
  • Review employer cost structure
  • Benchmark against Belgian market practices
  • Identify optimization opportunities
  • Assess legal, fiscal and operational feasibility
  • Identify alignment points with Group policies

Week 2 – Compensation Structure Design

Key Responsibilities

  • Define compensation philosophy and priorities
  • Design compensation packages (fixed pay, variable pay and benefits)
  • Develop optimization scenarios
  • Prepare financial simulations
  • Assess employer cost versus employee benefit

Week 3 – Variable Incentive Scheme Assessment

Key Responsibilities

  • Assess feasibility of a CCT90 bonus plan
  • Identify measurable collective objectives where applicable
  • Assess alternative incentive mechanisms where relevant
  • Prepare financial and tax simulations
  • Ensure compliance with Belgian regulations

Important:

The client is interested in exploring a CCT90 solution. However, the consultant is expected to assess whether this mechanism is genuinely feasible and appropriate before any implementation decision is made.

Week 4 – Management Presentation & Recommendations

Key Responsibilities

  • Consolidate findings and recommendations
  • Prepare management presentation materials
  • Explain Belgian Compensation & Benefits specificities
  • Present financial impacts and implementation considerations
  • Facilitate management decision-making

Deliverables

  • Compensation & Benefits Assessment Report
  • Recommended Compensation Structure
  • Feasibility Assessment
  • Financial Simulations
  • Management Presentation
  • Recommended Roadmap

Phase 2 – Implementation & Roll-Out (Optional)

Subject to approval of the recommendations developed during Phase 1.

Depending on the selected solutions, responsibilities may include:

Benefit Implementation

  • Provider selection and coordination
  • Coordination with Group S and external stakeholders
  • Payroll implementation review
  • Compliance validation

Documentation & Policies

  • Drafting or updating Compensation & Benefits policies
  • Bike policy
  • Car policy
  • Bonus policy
  • Mobility policy
  • Employment contract updates where required
  • Work regulations review and updates where applicable

Employee Communication

  • Preparation of communication materials
  • FAQs
  • Employee information sessions
  • Support during rollout

The consultant should be comfortable explaining Belgian Compensation & Benefits mechanisms to employees and management, including legal, tax and practical implications.

Project Coordination

Throughout both phases:

  • Ensure stakeholder alignment
  • Organise validation meetings
  • Adapt recommendations based on management feedback
  • Support decision-making
  • Ensure smooth implementation and final validation

The consultant will act as an advisor and facilitator. Final implementation decisions remain with management.

Additional Context

The client may also require support in relation to upcoming Belgian HR regulatory developments, including:

  • Salary transparency requirements
  • Digitalisation of bonus plans
  • Working time registration requirements
  • Updates to work regulations
  • Other Belgian HR compliance topics

The consultant should therefore have a strong understanding of the Belgian labour law environment and be capable of identifying potential impacts on the organization.

Expected Impact

  • Build a compliant Compensation & Benefits framework
  • Improve employee retention and attractiveness
  • Ensure alignment between Belgium and Italian HQ
  • Optimise employer costs and employee value
  • Support future growth
  • Facilitate change management and employee buy-in

Your Profile

  • Fluent in French, Italian and English
  • Proven Compensation & Benefits experience in Belgium
  • Strong knowledge of Belgian payroll, tax and social security regulations
  • Experience with CCT90 and/or alternative incentive schemes
  • Experience drafting HR policies and Compensation & Benefits documentation
  • Ability to explain complex HR topics to non-specialists
  • Strong stakeholder management skills
  • Pragmatic, hands-on and solution-oriented
